Federalism had been lay down and is making noise, so we call for all Northern Luzon and it's people living under or on its borders to cry for a unified state under a Federal Republic of the Philippines.

Northern Luzon is the product of the ethnic unity of all ethnic group indigenous in it.

The concrete actuality of the state which is the final outcome of the long history of all the ethnic groups that have settled in Northern Luzon, inhabited it, interacted with each other and finally became fused and became dependent with each other.

In this we base our call for a unified state of Northern Luzon under the Federal Republic of the Philippines, not based on race or blood but rather on the natural social unity from homogenous intermixing through this the interests, the aims and the ideals of its people are unified and the cause is guarded against disharmony, disintegration and strife that result from primitive loyalties to blood ties.

Though of mixed origins, the society has come to constitute a single society living in a distinguished environment known as Northern Luzon. This common stocks whose blending is an indisputable historical fact constitute the ethnic-historical-cultural basis of our unity whereas the land of North Luzon constitutes the geographic-economic-strategic basis of this unity.
